第20回世界湖沼会議にて、県議会議長がメッセージを発信しました。
令和7年7月22日にオーストラリアのブリスベンにて開催された「第20回世界湖沼会議」において、目片信悟県議会議長が、「世界湖沼の日」に向けたハイレベルメッセージに登壇しました。
内容は以下のとおりです。
Ladies and gentlemen, It is a great pleasure to meet you all. My name is Shingo Mekata, Chairperson of the Shiga Prefectural Assembly. I would like to extend my heartfelt congratulations on the grand opening of the 20th World Lake Conference here today in Brisbane, Australia. The first World Lake Conference was held in 1984 in Otsu City, Shiga Prefecture—my hometown—and since then, it has been carried on as a vital platform for discussing the sustainable future of lakes around the world.
（みなさん、はじめまして。滋賀県議会議長の目片信悟と申します。本日、ここオーストラリア・ブリスベンで第20回世界湖沼会議が盛大に開催されますことを心よりお祝い申し上げます。世界湖沼会議は、1984年に私の故郷・滋賀県大津市で第1回が開催され、湖沼の持続可能な未来を考える重要な場として引き継がれてきました。）
It is truly an honor for me to have the opportunity to speak at this significant international conference, and to meet so many distinguished participants from around the globe. I would like to express my sincere gratitude to the organizers and everyone involved in making this event possible.
（この度、この意義深い国際会議の場で、発言の機会を頂戴しましたこと、また、世界各国の皆様とこうしてお会いできたことを大変光栄に思います。主催者の皆様をはじめ、関係者の皆様に対しまして、心より感謝申し上げます。）
Shiga Prefecture is home to Lake Biwa, the largest freshwater lake in Japan, and has a long history of coexisting with water. Lake Biwa plays a central role in our lives—not only as a source of water, but also in its ecological, cultural, and industrial importance. Notably, it supplies water to approximately 14.5 million people in the Kansai region, including those in the cities of Kyoto and Osaka.
（さて、滋賀県は、日本最大の湖である琵琶湖を擁し、古くから水とともに歩んできました。琵琶湖は水資源、生態系、文化、産業など、我々の生活に密接に関わっており、特に、京都や大阪を含む関西地域の約1,450万人に水を供給するなど、我々の暮らしに恵みを与えてくれています。）
However, in recent years, Lake Biwa basin has faced numerous challenges, such as muddy water, droughts, and the decline of fishery resources, largely due to the impacts of climate change. Under such circumstances, I was deeply encouraged and delighted when, in December of last year, the United Nations General Assembly officially designated August 27th as “World Lake Day.” I hope that this milestone will help to raise global awareness of the significance of lakes and promote further international efforts toward their conservation.
（しかし、近年、気候変動等の影響により、琵琶湖流域でも濁水や渇水、水産資源の減少などの課題に直面しています。こうした中、昨年12月に、国連総会において、8月27日が「世界湖沼の日」として制定されましたことは、大きな励みであり、大変嬉しく思います。これを契機に、湖沼の重要性が広く伝わり、国際的な保全の取組がより一層進むことを期待しています。）
